This all-day festival begins with Santa arriving on a tugboat to Broadway Pier,&nbsp;continues with vendors in the square&#8217;s Holiday Market,&nbsp;an&nbsp;eggnog contest, and&nbsp;a tree-lighting ceremony, and concludes with&nbsp;the parade of lighted boats on the water.</p>
